一、 背景
"亚太经合组织(APEC)人力资源能力建设促进项目",是2001年5月在北京召开的"APEC人力资源能力建设高峰会"上通过的《APEC人力资源能力建设北京倡议》的后续行动。这个项目由江泽民主席在2001年10月上海APEC领导人会议上作为会议的一项实质性成果正式宣布启动。
"APEC人力资源能力建设促进项目"是由中国发起、有APEC成员文莱、加拿大、中国香港、墨西哥、新西兰、菲律宾、新加坡、中国台北、泰国和越南联合倡议,其它APEC成员共同参加的项目,是由APEC成员的政府、企业和学术教育界三方合作的项目。
该项目得到了思科系统(CISCO)、太阳公司(SUN)、甲骨文公司(ORACLE)、麦格劳-希尔公司(McGraw-Hill)、中石化、清华同方等著名国内外企业的课程、技术和维持项目运转的硬件支持,得到了南开大学、清华大学、美国南加州大学、日本京都大学和中国国家培训网等学术教育机构的参与和指导。
APEC秘书处对项目给予了大力支持,从APEC秘书处的官方网站可以直接链接到"APEC人力资源能力建设促进项目"网站。 二、项目目的
"APEC人力资源能力建设促进项目"为期三年(2001年至2004年),其主要目的是:
在新经济条件下推动APEC各成员的人力资源能力建设。
促进政府、企业和学术教育界三方合作。通过因特网为APEC各成员、特别是发展中成员培训新经济条件下最为短缺的专门人才。 通过开发网络虚拟教室,促进APEC成员的普通民众利用因特网学习,以使更广大的民众享受新经济的成果。
三、项目内容
"APEC人力资源能力建设促进项目"通过该项目的人力资源能力建设网络平台来具体实施,该平台由清华同方、中国国家培训网建设并做技术支持。主要有三方面内容:
1、开展网络信息技术人才的培训
由思科系统(CISCO)、太阳公司(SUN)、甲骨文公司(ORACLE)三家公司免费提供四门最具国际权威性、最为热门的信息网络技术资格证书培训课程,为APEC成员培训1,500个网络和信息技术方面的高级专业人员的网上培训名额和部分面授培训:
--400名思科认证网络支持工程师(CCNA), --400名思科认证网络专业工程师(CCNP), --500名太阳认证Java语言程序员(SCJP), --600名甲骨文认证工程师(OCP)。
2.虚拟网络教室
对APEC成员的全体公众开放由麦格劳-希尔公司(Mc-Graw-Hill)提供的网络培训基础课程,以帮助APEC各成员的普通民众获得有关电脑和因特网的基础知识。培训课程包括:Microsoft FrontPage 2002(无中文译名),网络设计Web Design,超文本标记语言HTML和FrontPage 2002 (无汉语名)。
3.APEC人力资源能力建设网上论坛
项目建立了网络化论坛,提供了包括Reference center \ News bulletin \ Discussion area等部分内容的网上区域供APEC成员了解有关人力资源能力建设的相关活动、APEC动态,并就焦点问题交流经验,交换意见,开展有关政策的讨论。
四、项目进展
到目前为止,项目预计的各部份内容都在正常运转。
1、 成立了项目指导委员会和项目专家组来负责项目的总体实施。项目发起成员中国作为项目的协调机构,在国家人事部国际交流与合作司专设了项目办公室,全面负责项目的执行、协调、日常运行和后勤服务。项目专家小组成员来自为项目提供各种支持的企业,负责学员资格审核、学习答疑和考试等事宜。为确保项目各阶段的顺利实施,项目协调办公室召集专家小组召开了多次会议,讨论项目实施的技术性问题。 2、 据统计,自2001年10月起,已有来自18个APEC成员的25,000人次访问了项目网站。其中,项目网络培训课程尤其引起了广泛的兴趣。
3、 截止到2003年4月中旬,三门网络培训课程中CCNA和SCJP已经举办两期,第一期和第二期的开课时间分别为2002年5月1日和2002年10月1日。第三门课程为ORACLE公司的OCP,根据公司的建议和项目指导委员会同意其第二和第三期合并为一期,推迟至2003年5月初开课。所有培训共吸引来自16个APEC成员的2,200多报名者。所有报名者都经过APEC各成员指定的项目联系人推荐。他们来自:加拿大、智利、中国、中国香港、印尼、韩国、马来西亚、墨西哥、巴新、秘鲁、菲律宾、俄罗斯、新加坡、中国台北、泰国和越南。项目专家组根据各成员的推荐和预制名额,对所有报名者的资格进行遴选。一期3门课程和二期2门课程共有863学员通过三门课程的遴选,获得学习密码,OCP第二期的遴选和密码发送工作正在进行。目前参加网络培训的学员中,CCNA两期共有在线培训人员 261 人;SCJP两期共有在线培训人员 181 人;OCP第一期在线培训人数为 221 人。第一期已有少部分学员已学完规定课程,正由项目执行办公室(人事部国际交流与合作司)与有关公司协商,按照项目协议内容,以接近半价的考试折扣参加全球统一认证考试。
4、 项目网络论坛,由讨论区、新闻发布栏和参考中心三大部分构成。在南开大学的学术推动和清华同方的技术支持下,网络论坛于2002年10月正式启动。项目的讨论区和新闻发布栏的内容可供自由浏览,讨论区设定了以下有关人力资源能力建设方面的论题,可以通过电子邮件和BBS进行对话。目前的讨论题目是:
--APEC人力资源能力建设的挑战 (Challenges Ahead for APEC HCB) --战略抉择:为所有人工作(Strategic Options: Working to Reach all People) --架起连接数字鸿沟和开拓因特网通道的桥梁 (Bridging the Digital Divide and Expanding Internet Access) --终生教育和学习的社会 (Life-long Education and Learning Society) --新经济中的能力建设 (Capacity Building in New Economy)
项目网络论坛为各成员国和地区提供了一个可以针对有关人力资源培训的自由讨论空间。目前已有30多名专家、学者就上述论题发表了观点和建议。

Progress Report on APEC Human Capacity Building Promotion Program
SUMMARY The APEC Human Capacity Building Promotion Program (HCBPP) is a concrete deliverable in tripartite cooperation to promote APEC human capacity building for common prosperity of the people of APEC. It includes free online training of 1,500 senior IT professionals, a virtual classroom to support e-learning of ordinary people and a cyber forum to encourage involvement of all stakeholders. Since October of 2001, steady progress has been made. 16 member economies have participated in the online training and 863 trainees have joined the program. The cyber forum has initiated new activities including virtual meetings and policy dialogues with topics on human capacity building for discussion; the virtual classroom has opened four online courses to the public of APEC member economies through the HCBPP website.
BACKGROUND The APEC Human Capacity Building Promotion Program (HCBPP) was launched at the APEC Leader's Meeting held in Shanghai in October, 2001 as a concrete deliverable of the meeting and in response to the calls of the leaders and the Beijing Initiative of APEC High Level Meeting on Human Capacity Building held in Beijing in May, 2001. The project is a three-year project based on Internet, providing three components including free online training for 1,500 IT professionals, a virtual classroom to support e-learning of ordinary people and a cyber forum to encourage involvement of all stakeholders in APEC member economies.
OBJECTIVES l Promoting human capacity building in APEC member economies with unprecedented opportunities offered and new challenges brought about by the new economy and rapid technology advancement. l Demonstrating tripartite cooperation of government-business-academia in online training to prepare the expertise which are in urgent need in the new economy, e.g. IT professionals, for APEC members, particularly the developing ones. l Facilitating Internet learning by developing a virtual classroom, in order to enable more people to enjoy the benefit of the new economy.
PROJECT COMPONENTS The project is implemented via APEC HCB Platform (www.apechcb.org.cn), which supports the following activities:
I. Online training for IT professionals The APEC HCBPP offers online training in network technology, free of charge, for 1,500 IT professionals nominated by member economies. It offers four most authoritative training courses for internationally recognized professional certifications in the IT area: l Cisco Certified Network Associate (CCNA) l Cisco Certified Network Professional (CCNP) l SUN Certified Java Programmer (SCJP) l Oracle Certificate Professional (OCP)
The CCNA certification indicates a foundation in and apprentice knowledge of networking for the small networks (100 nodes or fewer). CCNAs can configure, verify, and troubleshoot routing and LAN switching implementations. They can also staff help-desks, retrieve calls, and isolate problems.
The CCNP certification indicates advanced or journeyman knowledge of networks. CCNPs can install, configure, and operate LAN, WAN, and dial access services for organizations with complex networks (100 to more than 500 nodes). They can resolve complex network problems, and act as technical support person or system implementer.
The SCJP certification indicates the holder's competence in using the basic syntax and structure of the Java[tm] programming language. Certification is available for the Java 2 Platform. Being certified in Java technology can help to improve career potential and increase job security. The SCJP certification is a hard evidence of qualification for the tasks that lie ahead and an increase of opportunities for professional advancement.
Oracle certifications are one of the most sought after marques of credibility for expertise in the Information Technology marketplace and now, the new internet economy. Earning OCP status can not only benchmark the holder's skills with Oracle technologies but also provide the holder with added credibility, and exceptional professional growth.
Through developing high quality expertise in network information technology, the training aims to benefits government agencies, business corporations, education/training institutions and other organizations of APEC members.
II. Virtual Classroom for Internet Literacy With the purpose of supporting the people and organizations of APEC members to access basic training about Internet and computer applications, the Virtual Classroom for Internet Literacy is developed to provide basic training materials on Internet and computer applications: l Flash 5 l HTML
The Virtual Classroom is publicly accessible by the people and organizations of APEC members so as to support individual or organized training for non-professionals in families, schools, communities and work places.
III. Cyber Forum for APEC Human Capacity Building The Cyber Forum is established to provide a convenient platform for government agencies, business corporations, education/training institutions and other organizations to exchange information, share experience and facilitate policy discussion on strategies, policies and technical issues on APEC human capacity building. The organiser will collect the topics and publicise the progress of discussion.
The Forum also establishes News Bulletin, Discussion Area and Reference Center. It is open to government organizations, public and private sectors of APEC members.
PROGRESS Since October, 2001, the project has seen a remarkable progress regarding the implementation with the interests and support of APEC economies, companies and education institutions in co-operation. A Steering Committee was established right after the announcement of the project to ensure its high effective implementation. 12 member economies (China; Hong Kong, China; Japan; Korea; Malaysia; Mexico; the Philippines; New Zealand; Singapore; Chinese Taipei; Thailand and Viet Nam) have nominated representatives to the Steering Committee. An Expert Group, consisting of professionals from China and participating business and training/education institutions, has been established to assist the Steering Committee. 18 meetings have been held to discuss technical aspects of the program.
The HCBPP website has been linked to the APEC website with the support the APEC Secretariat. Since October, 2001, there have been 25,000 registered visits on the APEC-HCB website, from 18 APEC economies. While some visitors have a general interest in human capacity building issues, many others have shown their strong interests in the courses of Online Training. The strong interests and positive and enthusiastic participation has shown that these sorts of online training program in a tripartite manner are targeting the right people and justly serve the needs of APEC human capacity building in the IT area. Sound services provided by the companies and institutions concerned and coordination made by Project Office have created a nice communication between the teaching and studying ends which well facilitated the implementation of the project and set up an example of cooperative efforts in human capacity building.
With the guidance on study and technical matters being provided by the three course providers, 863 trainees have been selected to participate in the training program during the two terms altogether. Some of them have already obtained the certificates issued by course providers. Currently, trainees are from Canada; Chile; China; Hong Kong, China; Indonesia; Korea; Malaysia; Mexico; Papua New Guinea; Peru; the Philippines; Russia; Singapore; Chinese Taipei, Thailand and Viet Nam.
Regarding CCNA course, two terms of online training under the program, which commenced on May 1st and October 1st, 2002 respectively, have been put into effect. More than 855 persons from 14 APEC member economies have applied for the training courses during the two terms. After the experts group pre-screened the qualifications of applicants in accordinance with required qualifications of training courses and quotas for economies, 273 applicants have passed the selection with 261 trainees online now.
SCJP course online training commenced also on May 1st and October 1st, 2002 respectively. About 304 persons from 10 economies applied for its 1st term. Till now there are 298 applicants from 9 economies seeking for the 2nd term training with 181 trainees online passing the selection.
As to OCP course online training, after the application for its 2nd and 3rd term on November 10, 2002, 345 trainees among 453 applicants have passes the selection, more than 221 trainees online for its 1st term.
The program has provided the most needed online-training courses for APEC member economies, especially the developing ones. China thanks APEC members for their supports and cooperation during the last year and welcomes all APEC members to keep recommending qualified IT professionals to take part in the Online Training.
The Cyber Forum, technically supported by China APEC Academy, has provided Discussion Area, News Bulletin and Reference Center. The forum has formally opened and initiated discussions on the following topics.
l Challenges Ahead for APEC HCB l Strategic Options: Working to Reach all People l Bridging the Digital Divide and Expanding Internet Access l Life-long Education and Learning Society l Capacity Building in New Economy
Up to now, more than 30 professionals and experts have expressed their valuable comments and suggestions. Currently, Cyber Forum focuses on new economy, e-commerce and finance, as well as the tripartite cooperation of government, commerce and education.
China encourages APEC members to make good use of the cyber forum to exchange information, share experience and conduct policy dialogue on strategies, policies and technical matters of APEC human capacity building.
The Virtual Classroom has opened to the public since October, 2001. Currently the available courses are Flash 5, HTML.
In the mean time, China will continue to make best efforts to ensure more benefits to the general public and effective sharing of best practices on human capacity building among APEC members.
